GoGreen Home Demystified: Utility Eligibility

June 25, 2025

It can be hard enough keeping up with the details of your own contracting business. One thing you don’t want to have to do is sweat whether your customer is eligible for the low-cost financing option you’re recommending to them. We’d like to clear up some of the confusion around GoGreen Home utility eligibility with this short post.
  1. Eligible – all customers of the big Investor-Owned Utilities (IOUs): PG&E, San Diego Gas & Electric, SoCal Edison, SoCal Gas.
  2. Eligible – all customers of Publicly Owned Utilities (POUs) in California: LADWP, SMUD, City of Riverside, City of Anaheim, Modesto Irrigation District and every other entity on this list of California POUs. NOTE: in the GoGreen Portal, select “Other Electric Utility” if the customer’s POU is not listed in the dropdown
  3. Not Eligible – customers of PacifiCorp or Liberty Utilities (unless they are ALSO customers of a POU, for example Truckee-Donner Utility District; those customers are eligible because they are in a POU)
  4. Fine Print #1 – Some customers, though eligible for most upgrades, might not be able to finance every single measure. For example, cool roofs, standalone air conditioner systems, certain appliances, and a few other measures can only be financed by customers who receive electricity from PG&E, SDG&E or SCE. Check the EEMs list for full measure eligibility.
  5. Good News #1 – If the utility information is entered correctly, the portal will only show eligible EEMs for customers in that utility service area, so you’ll know early in the process if the customer can finance that measure.
